If you live in Orange Park or Fleming Island, your trash rules depend on whether you are inside the Town of Orange Park or in unincorporated Clay County, and both set monthly limits on bulk pickup. For anything over those limits, including move-outs, remodel debris and full cleanouts, a junk removal crew or dumpster trailer is usually the faster route.
Quick answer: Unincorporated Clay County (including Fleming Island) allows one scheduled bulk pickup per month of two large items or up to three cubic yards, and excludes remodeling debris, pianos and hot tubs. The Town of Orange Park’s hauler, WM, collects up to five cubic yards of bulk waste once a month. Move-out bulk waste is not collected automatically in Clay County. Cowford Can Co. handles junk removal, cleanouts and dumpster trailers in both areas. Call or text (833) 586-5255.
Town of Orange Park rules
The town’s garbage, yard waste and recycling page says:
- Bulk items: WM collects up to five cubic yards of bulk waste once a month at no extra charge, including appliances, water heaters, furniture, tires and small AC units. Extra charges apply above that amount or for more than one pickup per month. Call WM at (904) 695-0500.
- Yard waste: Leaves and clippings go in a container or bag. Limbs and trunks must be no longer than 5 feet and no thicker than 6 inches, with a limit of five cubic yards (4′ x 4′ x 8′) per service day.
Unincorporated Clay County rules (Fleming Island, Lakeside, Middleburg)
From Clay County’s bulk waste page:
- One on-call bulk pickup per month, limited to two large items or up to three cubic yards. Schedule with FCC Environmental Services at 904-490-9996 or online before setting items out, and put them out no earlier than one day before collection.
- Accepted: appliances, indoor and outdoor furniture, one mattress or box spring set, TVs, bicycles, grills without gas tanks, and disassembled swing sets or basketball poles with no concrete.
- Excluded: construction and remodeling debris, pianos and organs, pool and ping pong tables, hot tubs, pool pumps and filters, car parts and gas engines.
- Moving out: move-out bulk waste is not picked up automatically. You need to contact FCC or a county-approved franchise hauler.
The county’s garbage and recycling FAQ adds that professional remodeling businesses must handle their own waste, and that remodel materials like boards, cabinets, carpet, flooring, tile, doors, windows, siding and shingles are not part of bulk pickup.

When the monthly limit is not enough
Two items or three cubic yards covers a couch and a mattress. It does not cover:
- A full garage, attic or shed cleanout.
- A rental turnover or move-out where the tenant left furniture behind.
- An estate cleanout or downsizing project.
- Kitchen or bathroom remodel debris, which Clay County does not collect at the curb.
- Excluded items like pianos, hot tubs or pool tables.
Those are the jobs where a haul-away or a dumpster trailer makes sense.

Tips for Clay County cleanouts
- If you are a renter moving out, check your lease. Many require the unit to be empty, and the county will not automatically collect move-out bulk waste.
- Separate hazardous items like paint, pool chemicals and propane. Take them to the Rosemary Hill household hazardous waste center.
- If you are a landlord, document what was left behind before you clear it out. Florida law sets rules for handling a former tenant’s property.
